What could cause the Current Limitation function of the ATV71 series drive to not limit the motor current?

Issue:
Customer has a motor with 60 ams FLA.  The Current Limitation on the drive is set to 44 amps.  WHen running, the motor pulls 53 amps.   Why is the drive not limiting the current to 44?

ATV71 series drives.

Environment:

Cause: 
Current LImitation has been set lower than the no-load current draw of the motor.

Resolution:
When Current Limitation (CLI) is set to a value lower than the no-load current of the motor, the function becomes inactive.  Otherwise there would be no way to turn the motor.   If a current limitation value this low is needed, consider using a motor with a lower power rating.
