Why does Windows OS display a messagebox error "msvcr100.dll missing" during install of the LinkManager software?

On install of the LinkManager software, why does Windows OS display a messagebox error msvcr100.dll missing 
When running the LinkManager Windows OS installer executable file on Windows 7 SP1 Starter edition, 64-bit, the file msvcr100.dll is required.



The issue was detected running installer "SchneiderElectric-LinkManager-x64-7.3.0.17393-Setup.exe" at https://schneider-electric.box.comsjuymgld5r2z5h8loeli5wft9y411xfdx on Windows 7 SP1 Starter edition, 64-bit OS.

In order to solve the issue, please download "vcredist_x86.exe" from https://www.microsoft.comen-USdownloadconfirmation.aspxid=5555 , then install it on its Windows OS, then run the LinkManager installer again.

Note that this issue does not happen on all Windows 7 editions (does not happen on a Windows 7 SP1 Professional edition, 64-bit).
