Why is it the value of ANSI 81R frequency threshold at Sepam 80 front panel not the same in the SFT2841?

In the 81R, the dfs/dt = 0.6 Hz/s and in the  Sepam front panel 60 cHz/s are both correct. I tried using the English version, as initially  was not able to understand the photos attached as they are on Russian language. So, in English, you can see in the Sepam front panel that the unit is "cHz/s". There is a "c" which is centi or a roman numeral for 100. It means, that in the Sepam front panel, there is a 100 multiplier (0.6 x 100) for resolution purpose.
