IPC Error 10060 in the Activity Log and losing communications to devices in System Manager Software 4.3

IPC Error 10060 shows up in the activity log and several devices stop communicating.
Errors in the csinfo.log may show up as: 
10/19/2017 09:52:16:112 AM: (Process=PLEvtSrv; Thread=198232): CsLogEvent - IPC failure - CCIPC_WSA_API::Connect() - WSALastError from Connect = 10055.; OS reports:An operation on a socket could not be performed because the system lacked sufficient buffer space or because a queue was full.

This issue can arise when resources on the server are or were maxed out such as RAM or out of free space. 

The first step is to resolve any resource issues.

Finally, Run the Admin Utility by going to the Start Menu
Click Programs
Click PowerLogic
Click Tools
Click Admin Utility 
Enter the Administrator login credentials. 
When done Click Ok and Reboot.
