Application Configuration Utility is Not Functional After it is Opened

After opening Application Configuration Utility, the utility is not responsive and it is trying to determine the service status unsuccessfully:

The problem could occur when the user is connecting through a VPN or an antivirus software is installed on the server.

In this case the user was accessing the PowerSCADA server through VPN and an antivirus software had the firewall enabled.

1.  Disable the firewall (click on 'Firewall - on' to toggle it):

2.  Close and reopen Application Configuration Utility:
