There is a more detailed message listed in the ION_Data_Upgrade.log file located in the ...\Power Monitoring Expert\Diagnostic folder.
This is the error message that is contained in those logs:
Msg 3729, Level 16, State 2, Server , line 48
Cannot TRUNCATE TABLE 'dbo.PQ_Events' because it is being referenced by object 'vPQ_Events'.

*Warning: Irreparable database damage can occur. This procedure should only be performed by users familiar with SQL Server Management Studio. Databases should be backed up prior to performing this procedure.*

The error in the .log file indicates that the presence of the vPQ_Events view which is preventing the truncation of the PQ_Events table and the subsequent upgrade steps.

1.) Log into SQL Server Management Studio with either a SQL or windows account that has access to edit the ION_Data database
2.) Expand Databases and find ION_Data
3.) Expand ION_Data and find Views
4.) Expand Views and find vPQ_Events
5.) Right click on vPQ_Events and select Delete
6.) Click OK in the step box that opens
7.) If the installer is still open click "try again".  If not, start the installer again.
