Cause
Applying SQL Server SP3

Resolution
This is a bug and there is no solution provided by Microsoft.  It appears this problem occurs when SP3 is applied through Windows Update.

In order to get around the problem uninstall SP3 for SQL 2012, download the SP3 installer directly from Microsoft to the server and apply it.
