PME 8.1 Install fails at "Configuring Web Framework"

Issue
PME 8.1 installer fails at the step Configure Web Framework. 

Note: There can be many different reasons why this step can fail. This article covers only one possible reason and resolution to the specific issue.

To determine if this article is relevant, perform the following:
1) Open a command prompt and navigate to [PME install folder]\Applications\bin\
eg. CD "C:\Program Files (x86)\Schneider Electric\Power Monitoring Expert\Applications\bin\"
2) Execute the following command: ConfigServiceTool.exe factory "C:\Program Files (x86)\Schneider Electric\Power Monitoring Expert\Applications\Configuration\SharedWebFrameworkConfiguration.ini"

The output of this command will return the following error:
"Could not load the service inventory from web service: There was no endpoint listening at http://[Server Name]:23102/CoreServicesHost/Inventory/InventoryService that could accept the message."

Environment
ApplicationModules ProviderEngineHost Service is not started

Note: There can be many reasons why the ProviderEngineHost Service cannot start. For this article to be helpful, the following message will be seen in the Windows event log:

ProviderEngineHost@[Server Name] Failed to load retry settings from application's config file.  The 'DbProviderFactories' section can only appear once per config file.

Resolution
*Warning: Take backups of any files prior to modifying them. Ensure the backups are in a location that will not be overwritten (i.e. the Desktop).*

1) Open the following files with a text editor such as notepad
C:\Windows\Microsoft.NET\Framework\v2.0.50727\CONFIG\Machine.Config
C:\Windows\Microsoft.NET\Framework\v4.0.30319\Config\Machine.Config
2) Search for   <DbProviderFactories/>  ( may also be <DbProviderFactories />)
3) Remove the line "<DbProviderFactories/>"from the config file
4) Start the ApplicationModules ProviderEngineHost Service if not already started
5) Re-run the installer configure mode.
