Resolution:
In Vijeo Designer Project, "Initial User Application Language" refers to the User Application Language that the runtime will use after the first download. It is essentially setting up which language the HMI will use. After that, whenever the language is changed, the ID will be written to the system variable _UserApplicationLanguage. This value is stored in SRAM. This means the unit will remember which User Application Language it was last using when the power goes out. The language does not revert back to the initial application language as defined in the project because it has been overwritten. The only way to default to a specific language at startup is to create an action that sets the _UserApplicationLanguage variable.
