SE Event Notification Service will not start.

After a reboot the SE Event Notification Service did not start.  When trying to start the service manually the error 1053 appears.

The SE Event Notification Service takes too long to start.

The timeout on the SE Event Notification Service needs to be increased.  The following steps will increase the timeout of the service. 
*Warning: This article contains information about editing the registry. Improper changes to the registry can permanently damage the operating system. Always backup the registry before making any changes.*
1. Click Start, click Run, type regedit, and then click OK.
2. Locate and then click the following registry subkey:  HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control
3. In the right pane, locate the ServicesPipeTimeout entry.
**Note**: If the ServicesPipeTimeout entry does not exist, you must create it. To do this, follow these steps:
      - On the Edit menu, point to New, and then click DWORD Value.
      - Type ServicesPipeTimeout, and then press ENTER.
4. Right-click ServicesPipeTimeout, and then click Modify.
5. Click Decimal, type 60000, and then click OK.
      - This value represents the time in milliseconds before a service times out.
6. Restart the computer.
