Loginserter Errors - No Available Program IDs to Allocate

Historical Data logging stops and the ION System Log shows Error message from LogInserter: "No Available Program IDs to Allocate"

The issue is generally caused by a lack of Hardware Resources, most commonly the CPU. The Loginserter puts in a request to the Operating System for resources in order to execute its polling programs, but the OS is unable to allocate such resources. If the CPU usage is very high, this can cause the OS to be unable to meet the Loginserters request. 
In most cases, rebooting the server can correct the issue. However, if the problem continues to persist, additional hardware (CPU and RAM) resources might be required.
