Firmware upgrade can delete persistent modules.

A firmware upgrade is done, which causes a loss of functionality.

Master reset functionality is one example.

Firmware Upgrade

A firmware upgrade is done without restoring the meters framework, which causes the persistent modules to not be fully restored.
If a custom framework is downloaded after a firmware upgrade, and that framework does not have the persistent modules then some of the functions will be missing. 

Without restoring the framework, restore persistent modules after firmware upgrade is complete by linking the modules together by hand.
