Are there any limitations to the number of "Non Transfer" registers in IEC HSBY applications?

Yes, there is a limitatation depending upon where the "Non Transfer" area begins.
For each offset step of 8000 you lose 4000 register references in the Non Transfer area.
If you start the Non Transfer area with an address <= 408000 you can use a length of 32000.

8000 --> 28000
16000 --> 24000
24000 --> 20000
32000 --> 16000

984LL is limited to a maximum of 8000 Non Transfer registers.
