The Gisborne District is located in the northeastern corner of the central North Island, also referred to as the East Cape, East Coast, Eastland region and Tairāwhiti. Gisborne is the easternmost city in New Zealand.
Being the largest district council in the North Island, the district covers 8355 square kilometres of land with 1855 kilometres of local roads.The population is about 44,499 (2006 census), 41,922 live in Gisborne city.

Implementation Methodology
The ROI (registrations of interest) started early 2009 requesting the level of interest and competence of the applicants, this enabled GDC to pre-qualify suitable contractors to tender for the project.
The new plant design was awared to CH2M Beca, the total wastewater project was estimated to be completed within a $45M budget, including escalation and risk costs.
Tender documents where issued to pre-qualified tenderers in early August 2009.
Construction on the contract was programmed to start in November 2009 and finish by October 2010, with commissioning and handover of the works before the end of 2010.
 


Duration
The first stage involves the construction and commissioning of pre-treatment facilities, BTF (biological trickling filters), final effluent pumping station, an operations control/power centre and associated site works at Banks Street site completed by December 2010.
The second stage will see the addition of two clarifiers enabling secondary settlement, sludge handling facilities and UV disinfection by between 2012 and 2014.
