Resolution    
For some systems 1 or all of these options have proven effective:

1.  Copy the DVD contents on to the local machine, rather than running the installer from the DVD or a network drive.
2.  Make sure none of the vista .wsu files are marked read-only
  • Search the schneider electric installation directory for files with .wsu extension 
    • select the Schneider Electric folder> search > *.wsu
  • Right click and select properties for each file and ensure the  "read only" option is unchecked
3.  Reboot the server to make sure there are no unknown external connections
4.  Rerun the installer in config mode , make sure the machine is logged in with a local administrator and right click>run as administrator
