Diagnostics Tool has stopped working in SPM 7.0.x/ PME7.2.x/ PME 8.0

Issue
The following message pops up when running the diagnostics tool in SPM 7.0.x/ PME 7.2.x/ PME 8.0 :

          
          Diagnostics Tool has stopped working
          check online for a solution and close the program
          close the program
          debug the program

Environment
Windows Server 2012 R2
Windows Server 2008 R2

Cause
User is logged in to the server with non-administrative rights.

Resolution
Login to the server with a user within Administrators group.
