ENM setup page opens properly when it is opened directly in a browser, However, when it is being opened from PowerLogic Scada, the following error occurs:
In this case the problem was due to downgrading Internet Explorer. It applies to Citect and Browser Emulation setting.

The FEATURE_BROWSER_EMULATION feature defines the default emulation mode for Internet Explorer, below are some of the supported values:
9999: Windows Internet Explorer 9. Webpages are displayed in IE9 Standards mode, regardless of the !DOCTYPE directive.
9000: Internet Explorer 9. Webpages containing standards-based !DOCTYPE directives are displayed in IE9 mode. Default value for Internet Explorer 9.
8888: Webpages are displayed in IE8 Standards mode, regardless of the !DOCTYPE directive.
8000: Webpages containing standards-based !DOCTYPE directives are displayed in IE8 mode. Default value for Internet Explorer 8
7000: Webpages containing standards-based !DOCTYPE directives are displayed in IE7 Standards mode. Default value for applications hosting the WebBrowser Control.

In registry find the Citect32.exe key under:
Citect32.exe = (DWORD) 00009000
It could have a value of 9000 or 9999; change it to 7000. Restart PowerLogic Scada and observe the problem is resolved.
Values of 8000 and 8888 which are for IE8 did not work.
