Error 16 in Advanced Reports when creating or editing a report. You do not have the right to “Add objects to the folder” or "Edit objects".

Goals and Symptoms

SMS user levels 2 – 5 go through creating the report and when pressing Finish at the final step get an Error 16 with message that they don’t have the rights to “Add objects to the folder”.
Summary

The default SMSPE 4.0 Operator account has an security level of 5. So the user is part of the SMS AR Operators group in CE (SMSPE levels 2-5 map to this group). This group has view on demand rights (see rights on PowerLogic Reports folder). However this group does not have rights to add objects to that folder. Therefore, when the user attempts to create/edit a report they will get an error when clicking Finish on the final step of the wizard. The resolution is to change the Access Level in Advanced Reports, Crystal Management Console for the "SMS AR Operators" to allow the user to Edit and Create objects to folders.
