Goals and Symptoms
After a new install of SER 7.3 the PLOPCLogger service is not started. Going to the setup tab at the top of the page, then going to the services link at the bottom left will display an error stating that the service must be started and the error:
No connection could be made because the target machine actively refused it 127.0.0.1
Causes and Fixes
To start the PLOPCLogger manually, open Administrative Tools->Services, scroll to the PLOPCLogger service, select and click start. Restarting the computer will also cause the service to come up on boot.
Rebooting the computer after install, or starting the service manually before going to the setup->services page will avoid this error all together.
