The ANSI C12.20 and C12.16 standards do comply with ANSI C12.1.
ANSI C12.16 is no longer used and was combined into ANSI C12.1
ANSI C12.20 is a higher accuracy version of ANSI C12.1
Below is a brief explanation of the standards:
C12.1 Code for Electricity Metering (covers all types of meters/instruments)
C12.16 Solid-State Electricity Meters (rolled into C12.1, only dealt with solid-state meters)
C12.20 For electricity Meters -- 0.2 and 0.5 Accuracy Classes (C12.1 plus higher accuracy requirements)
