After Installing Crystal Service Pack 6, the Crystal Management Server Will Not Start and Crystal Configuration Manager Will Not Open

After installing Crystal Service Pack 6, the Crystal Management Server will not start and when the user attempts to open the Crystal Configuration Manager, the following error pops up.
The procedure entry point ?REG_SERVER_RESTART_NO_EXIT@APSRegistry@CXLib106@@2QBGB could not be located in the dynamic link library cxlibw-1-6.dll.

This error occurs because though the install wizard does not prompt the user for a reboot, one is required for Crystal to function properly after the service pack install is complete. After rebooting, the user should be able to open the Crystal Configuration Manager and start the Crystal Management Server.
