ION Setup Installation Error "can't run 16-bit Windows program"

Issue

ION Setup displays an error during the initial installation screen (see below) indicating that a file cannot be written to a temp directory.After double clicking on Setup.exe (to install IONSetup) the MSI install wizard appears. Once the user clicks the Next button a error popup appears as below:

Can't run 16-bit Windows program

Cannot find file C:\DOCUME~1\acianfarani.ITCTRANSCO\Local Settings\Temp\pft80.tmp\Setup.exe (or one of its components). Check to ensure the path and filename are correct and that all required libraries are available.

Cause
Incorrect user permissions.

Resolution
Check that the login provided has local administrator rights (user has been added to the local administrators group).

  1. Open start -> run -> cmd.exe
  2. For a list of local users type: net user 
  3. To determine if a user is a local administrator type: net user <username>
  4. Look for *Administrators in the Local Group Membership section

Next, check the folder permissions are set for Full Control permissions in the following location: C:\Documents and Settings\Local Settings\Temp

  1. Go to C:\Documents and Settings\Local Settings\
  2. Right click the Temp folder and select properties
  3. On the Security tab check that Full control is allowed

NOTE: This folder is a hidden directory, so the folder options may need to be changed to "show hidden files and folders". In Windows Explorer, Tools -> Folder Options -> View tab, select "show hidden files and folders".

This should allow the installation process to complete successfully.
