What would cause the bottom output of the FTOI (Floating point to integer conversion) Instruction to turn on when the result of the conversion is not out of range?

The bottom output of the FTOI (Floating point to integer conversion) Instruction will also turn on if truncation has occurred. Below is an example of the bottom output turning on because the floating point value was 123.3 and the result was 123.
